1958年八二三砲戰後,為將戰力「藏於九地之下」,馬防部在南竿、北竿、西莒及東引同步進行水下碼頭工程,稱為「北海專案」。南竿的北海坑道是其中規模最大、完成度最高的一座。但因為潮差計算的關係,未曾真正發揮地下碼頭的功能。當時許多阿兵哥的耗費與犧牲,卻意外地為後來的馬祖,留下一處最壯闊與最具代表性的戰地意象與觀光熱點。

After 1958 August 23rd Artillery Battle in Kinmen, in order to camouflage the combat capability, Matsu Defense Command decided to construct underwater pier in Nangang, Beigang, West Juguang and Dongyin synchronously. It is so called Beihai Project. The Beihai Tunnel on Nangang island is the biggest and most complete construction within the project. However, due to the false calculation of tidal difference, it never functioned as an underwater pier for guerilla boats. To complete the tunnel, over 800 days’ devotion on construction with basic equipment and bare hands, plus many lives were sacrificed during the process. Beihai Project accidentally leave Matsu a magnificent tourist hotspot with most representative military heritage.
